Is small business rates relief a grant?
No. Small business rates relief reduces the business rates bill. It is a tax rule run by the council, not a sum paid into your account for a project. You do not apply for it on a grant form, and Find Grants does not administer it. Check the rateable value and the relief on GOV.UK and with the council that bills you.

Should I mention it in a grant application?
Only if a question asks about other public support. It is not match funding for a building project unless that funder's guidance says a rates discount counts.
