How do I describe the project on a grant form?
Describe the project the question asks about, not the history of the business. Say what will be bought or done, where, by when, what it will change, and who else is paying. If you do not know a figure, leave it blank. A paragraph about how passionate you are is not a budget.

How long should it be?
As long as the form allows, and no longer. A limit is a rule. An answer that ignores it is easy to refuse.
Can the £99 draft do this?
It will turn what you wrote about the purpose into the project section, and it will keep the scheme's tests beside it. It will not invent a case you did not make.
